On November 6, 2023, approximately two (2) drums of Solvent Naphtha L spilled into the coastal area of Barangay San Miguel in Bauan, Batangas, covering an area of 6000 square meters. Two hundred forty-eight (248) families were evacuated to an open parking lot in Barangay Bolo while coastal clean-up and monitoring took place in the affected areas. No casualties were reported.
The investigation revealed that the incident occurred during the loading of Solvent Naptha L, an additive used in paints and thinner products, into Tank No. 5 owned by a local company. The chemical spill resulted from a control valve being partially left open in the containment area, causing Solvent Naptha L to flow into the rainwater canal and ultimately reach the coastal area.
The company had previously received a notice of violation of HPCG-Memorandum Circular 11-14 in December 2014 regarding waste disposal procedures within the Philippine maritime jurisdiction.
This incident serves as a reminder of the crucial need for stricter safety measures and better adherence to regulations in the handling of hazardous chemicals. Companies should conduct a thorough review of their safety procedures, implement stricter controls, and provide comprehensive personnel training to prevent similar incidents in the future, ensuring the safety of both the environment and the community.
